MANZANITA SUBDIVISIONS, Las Lomas — October 2026. A small neighborhood maintenance district serving the Manzanita and Sarsi subdivisions has a larger proposed spending allowance in Monterey County’s fiscal 2026–27 budget. The county’s recommended fund analysis lists $24,356 in expenditures for County Service Area 54, versus a $13,888 adopted expenditure budget for the preceding fiscal year. The difference is $10,468; the recommendation should not be mistaken for work already ordered or performed.

Where is CSA 54?

A Monterey LAFCO North County municipal-services review describes two adjoining subdivisions off Sill Road in Las Lomas, with about 18 residential lots in the district as recorded in that historical review. The CSA was formed in 1969 to maintain storm-drainage facilities. A road name or neighborhood label alone is not a guarantee that an entire parcel falls within the special-district boundary.

Can the regular revenue cover the proposed spending?

The same county recommended budget lists $2,770 in estimated FY2026–27 revenue under CSA 54’s fund. Budgeted expenditures and annual receipts are not required to be equal in a single fiscal year; spending may involve existing reserves, prior allocations or one-time needs. These separate lines do not establish insolvency or mean the county has levied a new charge of the difference. A complete fund-balance and assessment exhibit is necessary to understand the plan.

What should property owners ask?

Useful questions include whether the $24,356 remained in the finally adopted spending budget, which drainage structures are scheduled for maintenance, whether the county expects one-time repairs, and what the parcel-specific annual assessment is. The county’s service-area directory lists the two subdivisions together; local newspaper coverage should not confuse them with other settlements named Manzanita elsewhere in California.

Editorial note: The 2026–27 figures are recommended, not verified actual expenses or evidence of an increased assessment. This one report covers the joint Manzanita/Sarsi district; it should not be republished as a separate duplicate story.
